Curious whose prime movers they copied. What little there was in the vid that I could hear under the light acceleration with no load had "notes" of Baldwin and/or Alco.

If they're a Soviet/Russian design, probably Alco.  The Soviets copied WW II era Alco engine designs for decades.  In some cases, right down to reproducing the Alco lettering cast into the blocks.

From some digging, those white locomotives are class 2ZAGAL and rebuilt from TE10 type locos. Apparently they have 7FDLs and GE guts. Original here: https://en.wikipedia.org/wiki/TE10

OK, not original Soviet/Russian internals. 

I notice that the TE10 was designed and built in Ukraine.  Under the Soviet Union, did Russia build any of their own locomotives?

I was thinking Amtrak when  saw it.  Red, white and blue are one of the most common national colors combinations.
