Another idea:
Look for rubber or soft plastic (vinyl or other) tubing with inner and outer diameter to match the hub/tire size, respectively, then "slice" individual tires off the end. Cooling or freezing the tubing might facilitate even cuts with a SHARP blade (when I want the cleanest cut possible, I use either a scalpel blade, or a DOUBLE edged razor blade... a trick from my days prepping samples for electron microscopy).

I went scrounging through my bins of washers, O-rings etc, and came across these three small rubber adhesive feet/cushion pads.  The adhesive was easily rubbed off, and using progressively larger drill bits, I managed to fashion a suitable replacement tire for that Postage Stamp bus.

Once stretched over the bus rim, the new “tire” rounded out nicely, and it works a charm!  And I’ve now got two more ‘blanks’ to use the next time one of the original tires crumbles apart.  Maybe this little model will endure for another 50 years!

Nice work Dwight!

So I sold the set on eBay. I did a starting price of $50 and a buy it now of $200. And by the time I listed it on Facebook afterwards it had sold. 13 min. Clearly someone had a search set up for it. So either I found the one person who wanted one or I way underpriced it. Either way I feel like I did well and the money is on the way to the widow who possesses the estate.

Good on ya mate, for helping the lady out.  That was a big collection of vintage bus paraphernalia, and it represented a truly rare find.

When it sold that quick, I’ll bet you were thinking “I should have listed it higher”!

Indeed. I could t find any info on pricing. And I didn’t want to sit on it for ages. But maybe I should have gone higher. Or maybe I did it would have languished and I’d have lost that one person. No matter! It’s gone and everyone’s happy.
