KATO 29-353 FR 11 Decoder

I'm trying to get the KATO 29-352 FL-12 decoder mounted in the cab car to function with my 5021A E8.  Does anyone know how to program it so when the 5021 is FWD the RED cab car marker lights are on and when the 5021 is in REV the headlight is on on the cab car??
Any help would be appreciated?

install decoder.  test function for directional lighting.  (default address is 03)

Place on programming track, program to 5021.

*IF* the lighting is reversed (ie, forward for the loco has the headlight of the tailcar going, and reverse for the locomotive has the red markers on the tail car going) rotate the FL12 180 degrees as it can fit in both ways.

Keep in mind these decoders won't read back on a programming track.

I've installed these lots of times...unfortunately this is the one instance I don't have a set or a FL12 in my shop to shoot pictures.

I have the 29-352 installed correctly and the lights work correctly when I select the default address of "3" on my NCE procab. I would like to change the address to "1000" to match the commuter engines address. I'm assuming this would then change the lights from white to red, red to white based on the direction (this works in default 03 address). But the two chips do not seem to allow me to change the address to "1000".
Does anyone know how to change the 29-352 default address from "3" to "1000" successfully?

The problem might be that You are trying to set up 1000 as a short loco address.
This won’t work.
You need to set a long address for the loco.
Here is a you tube link doing this on a power cab which I think is the same way for using a procab to program the loco address.

I did one of these in a Metra cab car. I seem to remember that I couldn't program it by itself on the track (I use a powercab), but if I had a locomotive on the track and programmed them both, it would work. You then obviously take the cab car off the track, and reprogram the locomotive back to what you want it as.

Maybe I'm thinking wrong, but I'm 99% sure that's what I did.

If the decoder has a load attached to it (motor, headlights, etc.) that provide enough load to send the acknowledgment pulse to the command station, should have no problem being programmed in the programming track. But then again, if this is a function-only decoder, the LEDs probably don't provide enough of a load. Placing another DCC-equipped loco on the track will provide that load (but that loco will also receive the same programming).

thank you Steve and KS, between both our answers I have it working.

Set up a programming track. Had to have both the front, back, and engine (3 chips) on the program track. When I didn't have the care with the motor on, it said it could not find the CV address. Before i put the motor car on the program track, I changed the address back to 3 (default).
Now on the program track, all three cars are "3". Change to long address on the program track. Now the lights and motor car all respond to the long address on the main.
