The Mystery Car.. Solved!!We have a Winner... UP1950s!. (You found a photo of the UP 8204, I saw a view from a different angle)..
Actually...John - Guess right-away what function it DID!
Mark W- Answered the Name / Number by linking a picture of it (actually both cars!)
"UP1982."
I should've figured there isn't too much a person can do with a Passenger Car, when it is in Maintenance of Way service.

Mystery Car = DOTX 220 and companion Storage Car DOTX 223...http://www.rrpicturearchives.net/showPicture.aspx?id=1711250 (Mark W's link "UP1982")
So the challenge wasn't really in anybody, guessing it. IT WILL BE in ME finishing IT!
I First, (Plan A) thought about "decaling" the Window setup at the rear of the car, making one "Large" decal. (Black shape with a Lighter, Charcoal Black lines for the gasket material.) But, I didn't like the way it looked.
"Plan B"
I should probably explain what I am doing. The "window frame" is made of styrene strips of .010 x .015. I Did the vertical pieces first, then finished with the horizontal ones. After this had cured, I lightly sanded the thickness down to as much as I dare. Too much would have removed the pieces altogether...
In "Plan B", I will paint the "entire car"white. Than, mask off the whole body, leaving just the "Window" area exposed. This will in turn be painted, "Gloss Black".
The whole car, gets a coating of Glosscote, for the decaling process. After, the decals have been applied, the car will again have an application of a final coat of "Glosscote" for a "New" car look. I will wait until this has cured a few days. So I can handle the car and then, go back and hand-paint ALL of the Window framework, Grimy black to simulate the "rubber" window gasket material.. When gasket material is new, it is black in color. When it has been weathered, it turns into a "Brown-ish" hue.
The additional windows, there are three on the cars sides'(one on the right and two on the left) and those at the rear of the car, on the rear wall and below the railing, will be decals...
I am still working on replicating the "Font" for the Car(s) lettering. "Federal Railroad Administration" etc... All Capitals with the first letter of each word, about a "font size" larger...
FEDERAL
The accompanying storage car, DOTX 223 will also be treated to the same scheme as well..
Then, I will have the "Federal" car set..
Next time, I will have to make it HARDER!!!
