According to the numbered illustration, they are (indeed) return springs for the brake system. One thing that makes them not look right (to me) is that they are not set inboard far enough on the MT trucks. Since there is no frame structure where they should be mounted, there is no easy way to move them in. I am still clipping mine off. The cars that I have already clipped look better without them. They are so visible that one could actually use them as a spotting feature, you instantly know if they are MT heavyweights or not.

My goal in this hobby is to model in such a way as to not give away it's scale.
