Bumping this back up.

JMRI does not seem to play well with ESU base systems. I was never really a fan of Digitrax or NCE wireless throttles. What is left?

Just few threads from the top of the page: https://www.therailwire.net/forum/index.php?topic=33852.0

Pete, what software runs on the Android phones? Is it available on Google Play? I play in the Windows sandbox so I have no experience with this. Do you have screen shots? Also... what base station do you use?

I know, a lot to ask. Total DCC novice, but with so much experience with dispatch, tracking, control and radio software, I am very picky about what I want.

Engine Driver is the throttle for Androids.  Yes, you can get it from Google Play (or directly from their website: http://enginedriver.rrclubs.org/ ).  Go there for more info and for plenty of screen shots.  Not quite as sleek looking as WiThrottle, but functional.

Just like WiThrottle, it will communicate with JMRI which then communicates with the DCC command station.  See http://jmri.sourceforge.net/help/en/package/jmri/jmrit/withrottle/UserInterface.shtml

I haven't used mine yet  (I just bought that Android phone few weeks ago). Hopefully I'll get to play with mine next Thursday at a friends layout.  He uses JMRI and NCE DCC system.  I have used an iPhone WiThrottle on his layout in the past.
