Question about Atlas Locomotives

I knew this at one time, but now I don't. 

Is a 5-digit part number on an Atlas locomotive always an indicator it was made in China and not Kato?  Specifically the RS3.  Will all China-made RS3's have the low-friction trucks?

1.  Don't know about the number.

2.  Look at the fuel tank.  It should say...... Made in Japan, or made in China.

3.  All Chinese Atlas locos are low friction.

If it has the word Classic on the box, it was made in China.
