I drain mine after every use and leave the cock open to keep it dry.  Eventually a rusty tank will go kaboom!

Yep, mine's right on the side/bottom too.  It's a small tank, and i can't remember the last time I drained it.  heh.

Unless you live in a desert, it will likely have decent amount of water in the tank.  I leave some pressure before draining (about 40-50 psi), and I slowly open the drain to let the moisture spray out. I drain mine after each use (because  I don't use it every day), and there is still surprising amount of moisture in there.

I always used the drain plug to depressurize(sp?) the tank when I'm done.. Blow out the water and dump the air (so to speek).. then I leave the drain open til the next time.. turn the compressor on, let it blow a bit of air out the bottom valve, close it, and start building pressure.
