What is the best way to anchor these bad boys to foam or
raised cork or foam roadbed? I have used CA in the past and
they pop off after a bit?

I use a two-part process.

First I use Titebond II yellow glue on the bottom of the ground throw and attach that to the foam.

I then take two N-scale track nails, cover them in the same glue, and drive one into each hole on the plastic base of the throw.

The ground throws stay very secure.  I really have to apply some pressure in order to get one to break loose.

My CI ground throws are set on cork roadbed next to the turnout (some are remote mounted for clearance. The cork is glued to the foam with good ol Elmer's white and the ground throw is anchored with a track nail on each side.

I have had no problems using this method for over 20 years.

I usually use a dab of liquid nails for small projects.

I have had good results so far with Liquid Nails for Projects with a couple of straight pins driven into the foam. I haven't used the throws extensively yet but they have held up well in testing.
