Following the April 10th update, IM updated it's N Scale Coming Soon page again on April 26th and updated the ETA on the FT/F7's to Nov/Dec 2016 which is more in line with the likely date that ESU can produce quantities of decoders.  The F3's are still TBD and therefore in limbo.
