I have no idea, but it looks sort of like a Amtrak material handling car like Kato makes. (I know it isn't thought)

If you look at the paint job, you'll realize that it was built for the Manufacturers Railway in St. Louis, which is owned by Anheuser Busch. That ought to give you a good idea what it was built to haul. Anheuser Busch has to regularly change the cars used to haul beer. After a while, the crooks figure out what they are using and break into them at every opportunity.

Hmmmm, maybe start with one of the Red Caboose 62' RBL Box Cars...they did Manufacturers Railway (RN-17227) and they are listed as "In-stock" at RC.  Then you need some MP and UP decals...then you have to convince Tom Mann to graffitti and weather it for you.   ;D

Ah, true...

I'm not aware of any other manufacturer who does an N-scale car anywhere close to these, I think the RC car is the closest.

I could handle the graffiti (in HO of course) it's those flawlessly straight rust streaks
that make me want to scream & run!  :o
