I'm a little late to the party too, but I've been using Cadrail for at least 20 years for my layout planning.
I also use it for other things, such as exactly where to place my portable layout after moving to a new residence, drawing up room plans for furniture placement, exact benchwork/module plans so I waste as little lumber as possible...AND...I used it to do engineering and assembly drawings for the weapons-mountable-night-vision-devices I was designing 20 years ago...and it worked well.
I'm sure there are other programs that work just as well for layout planning, but Cadrail really "clicked" for me, and the money I paid for it was well worth it.
