Windows 10 - JMRI - and Digitrax issue

I have noticed a loss of functionality in my JMRI / DCC system set up over the last few months.
First the function panel in the throttle stopped working. (Java update??)
Now the system will not connect or connects long enough to turn power on or off to my command station.

System description:
PC- Desktop
- 8GB ram
- Intel(R) Core(TM) i3-8100 CPU @ 3.60GHz, 3600 Mhz, 4 Core(s), 4 Logical Processor(s)
- 1 GB internal HD

Windows 10 Home
- 10.0.19042 Build 19042
- Windows patching set to automatic

Digitrax System
Super Chief
Main throttle DT400
Command station DCS100
Interface  PR3 to USB port (com3)
- Digitrax, Inc
- Driver Date 11/15/2007
- Driver Version 5.1.2600.0
- Digital Signer  Not Digitally signed

Have you updated the firmware in the PR3 since you got it?
I had to do that on my rig and it immediately solved a bunch of problems I was having with USB communication.

I think I did when I went to windows 10 in 2019
I'll go to digitrax to see how to tell.
Using the DigiIPL application I can see the PR3 on COM3 running version 1.0 (which is the latest update)
