Thanks John.  I did a bit more digging and found this helpful blog post.  In the preamble there is this caveat:

"...Likewise, accounts in Safe Mode (as well as any logged-out user) can only browse a curated selection of public designs deemed appropriate by Tinkercad staff."

So apparently there is a difference between shareable designs and searchable designs; presumably so the world isn't flooded with printable dick and gun files.  But in theory, anyone can access a design with a shareable link, whether they have a TinkerCAD account or not, such as:

If that link is actually public and stable*, my problem is solved.  :)

* I can see it now, when I'm logged out.  I'll check back in a week.

Ok, I can see the above model when I'm logged out, but you still need a (free) account to download or copy it.  I guess that'll have to do for now.

There's one additional issue with a design like the one above: there are 3 separate parts that I keep in the same folder for organizational convenience, but when I go to print them, I download 3 separate stl files so I can orient and duplicate them individually in the slicer software.  The download link above only lets you copy the design as a single file, and the Photon slicer (at least) treats them as one object, understandably.  But if you have a TinkerCAD account, you can copy it and export the individual pieces yourself.

On Thingiverse I tried to upload photos to show the model.  Some upload let you orbit around the 3D model, some do not. This is mine: https://www.thingiverse.com/chris33333/designs

And 10 min after posting just got another e-mail that someone got the 404 error with my stuff. I should just copy/paste the explanation into every "thing".  :facepalm:
