I'm recalling a Model Railroader how-to article from the 1960s detailing scratchbuilding an AS-16 from styrene sheet. The main reason the memory of this article stuck with me was the hand-carving probably 200+ louvers with an X-Acto. Other than that it was an easy build since it's basically a rectangular box; no odd curves or complex angles, just a slight arch in the roof and a generic cab hacked from a commercial model.

I am not sure.  The prototype RS units were about 2 1/2' too long between the bolsters, but I never took apart the actual Atlas models to know whether they were on par with that measurement or closer to being a feasible mechanism.  The problem for me is fiur axle Baldwins weren't really a thing in the western US.  PiperGuy was planning an AS616 model at one point but I don't know how it was going to come together, I just remember it being talked about - https://www.therailwire.net/forum/index.php?topic=32922.0.  That being said, he had a AS16 shell in production, IIRC, so you two might have something to talk about, and he was planning a C636.

I did some more digging and the closest candidate I can find - again, based on prototype measurements, not actual model measurements - is the EMD MP15DC, which is under a foot longer than the AS616.  I am not convinced the data I have found on a couple other candidates are correct, because they show an extremely short wheelbase despite having lengths comparable to the EMD model.  These include the SW1200 and VO1000.  Maybe someone has these locos handy and can provide the bolster to bolster measurement?

My RS36 kits arrived yesterday. Huzzah!  They look good on first inspection.

Man, I don't know which is better: the Alco or EMD versions, but I'd have one of either. It'd be my first NKP power, which I guess is weird considering I'm on the NKPHTS's BoD.

I heard back from them today, direct from Jeff Briggs, the owner.  It seems that the problems I've had getting my order were due to a glitch in their system, which wouldn't show the order, when they searched by my name!

With a copy of the original order, and payment acknowledgement, he found it, and it should be shipped next week.
