And nobody makes or has made E8s in HO? Or is an HO market flooded with identical locos by all kinds of companies not considered bad like an N market in a similar state?

I think it may be more of how manufacturers perceive the N scale market - do they see it big enough where people buy repeat models and/or do they think N scalers will be willing to upgrade to a newer model.

I can assure you that no one has made an E8A in HO scale comparable to the quality of what Rapido has been offering lately.  Yes, there were the Life-Like Proto 2000s years ago, which probably were rerun by Walthers, but they are not up to snuff to what Rapido will do.  I don't need to upgrade, because I don't have any E8s in my fleet, but, I would if I did.  If Rapido comes out with the roads that are relevant for me, they will get another sale.
