Good question -  I would like to also find out.

I found few more photos, and they do have narrow tread and nicely machines faces, but the flanges look deeper than what I see on my recent Kato passenger cars.

They definitely have larger flanges......... I use them in one of my ATSF tenders (20K) because of easy all-wheel current pickup...... plastic sleeve is ususally a tiny but short so check wheel gauge/spacing always!
