Brand new gondola as delivered to the rail road company ?

I have a question about brand new gondolas ex factory or delivered to the railroad company. Do manufacturer paint the gondolas (or open hopper) on the inside or do they arrive already rusty ? Does someone know the answer or can someone supply a picture ? I found 100s of gondola pictures but not a single brand new one. Thank you.

Most new cars are unpainted inside.

(The two CITX cars are photographed less than five miles from their birthplace, just fresh off the line. You can see the unpainted steel hasn't even rusted over yet.)
