I've found on our club system that the biggest reason slots get filled up is what i refer to as "oops" addresses. User punches in 1234, turns the throttle up and the train doesn't move. User tries 1235 turns the throttle up and train goes. OOps, he forgot the correct address was 1235. trouble is that 1234 address is still occupying a slot at a speed that is greater than 00. the system believes that since it is running it should not be purged. so it is never purged and the user continues running 1235. two slots are now occupied and if 1235 is left at a speed above 00, it won't be purged either.
I've seen the wrong address punched in as many as ten times in an effort to try and remember what the right address is. That's ten different addresses using one slot each. Multiply that by several users over a couple day period and slots get filled real quick. this can be seen using JMRI's slot monitor. Slots can also be freed with JMRI.

Martin -- Yep! We had that a lot at out op sessions.  Even with the UT4 throttles. Someone would twist the wrong number into the dials at the top, realize they were off by 1, 10, 100, 1000 and change it.  Bingo, a wasted and uncleared slot.

Also tends to happen when programming and you fumble finger the new loco address.
