There's not enough information here to judge that. How do you plan to operate it? What are the industries served? Scenic ideas? Era?
Any layout can become boring of you don't adequately plan for what it will accomplish. Conversely, a tiny layout with little track can be exciting with a good ops plan and some interesting scenery.
EDIT: Unless you're modeling Europe, I'd dump the double-crossover. They're a great model-railroady space saving cheat, but outside of major passenger terminals and light rail systems, you rarely see those in US railroading.
