I know I'm chiming in late here, but you want to replicate the foreground stuff Tom? Is this for a scenery module that you'll need to worry about close up photography? The reason I ask is that if the detail is important to you then consider either the buffalo grass tufts from Silflor in clusters that replicate the patterns in this photo:
http://rrpicturearchives.net/showPicture.aspx?id=413029Or you can take a metal baking sheet, paint little pools of white glue on it in the shapes you want and then attach a static grass machine grounding clip to the baking sheet and make your own tufts:
Once the glue dries, you can use a razor blade to gentle get under the tufts and they will come off the pan in one piece. Stating the obvious - don't use a non-stick pan for this.
If you want to add some variation to the foliage, you can turn the tufts upside down and dip them in glue and then dip them in fine ground foam to give some vegetation, texture and variation to your scene:
