Why do you ask? Do you have a specific car in mind?

As far as I know the only instances of 38" wheels is between cars on modern articulated intermodal cars.

I belive that restrictions on liquid loading on a single car prevents a car large enough to require a 38" wheel. This is why we don't see any more whalebelly tanks today.

125 ton cars require 38" wheels. That is Maximum Gross Weight on Rails (MGWR) of 315,000 lbs. As Daniel says, the FRA has limited the size of hazmat cars, so there are few, if any, 315,000#MGWR tank cars.

I was looking at the nice HO scale wheels and trucks here:

and noticed that the rollerbearing came in 38" size.  Like Ryan, I seem to remember that only articulated intermodal cars had 38s.

There are some gons and coil cars with 38 inch wheels and 125 ton capacity.

Don't know where they ended up, but the P&LE had them.  I once had a very nice book from the P&LE showing all their car types and series, with capacities, dimensions, photos, etc. When one of the clerks in the AN Railroad's freight office came back with a yard check showing a "half a box" on one track (it was a gondola), I loaned it to the trainmaster and suggested the girls needed a little training in car types. I never saw it again...

Yes.  There are tank cars that have 38" wheels and 7" x 12" bearings.  The ones that I am familiar with are CONX 13XX series cars built in 1967.  They are approx 30,000 gallon capacity and they are placarded hazmat cars.
